Childcare is one of the largest expenses for families in San Francisco—often second only to housing. In many cases, families pay $20,000 to $30,000 per year per child for care, making it difficult for parents to stay in the city.


City leaders introduced the expanded subsidy plan to help address this affordability crisis and encourage more families to remain in San Francisco. The program aims to reduce childcare costs by thousands of dollars annually while expanding access to quality early childhood education.


Key Features of the New Childcare Subsidy Plan


The updated policy dramatically increases income eligibility and expands the number of families who can qualify for assistance.

Under the new plan, families earning up to $230,000 per year (about 150% of the area median income) can qualify for free childcare for children under age five. For many households, this means little to no out-of-pocket childcare costs.

Partial Subsidies for Higher-Income Families

Families earning between $230,000 and $310,000 annually (up to 200% of the area median income) can receive a 50% childcare subsidy.


This expansion is notable because previous programs mainly targeted low-income families. The new structure specifically supports middle-income households, who often struggle with high childcare costs despite earning higher salaries.


More Families Now Qualify

The new program significantly increases eligibility compared to earlier childcare assistance programs.


For example:


  • Earlier programs offered free care mainly to families earning 110% of the area median income or less.
  • The new expansion raises eligibility to 150% for free care and 200% for partial subsidies.


Because of these changes, about two-thirds of San Francisco families may now qualify for free or reduced childcare.
